‘제주의 바다와 땅, 그리고 사람’을 하나로 잇는 축제로서 청정 제주 바다가 만들어 낸 겨울의 풍미 방어와 마늘·감자 등 지역특산물의 우수성을 하나의 축제로 연결하여 브랜드 가치를 높이고, 관광객 유입과 소비 확대로 지역경제를 활성화한다. 주민과 관광객이 함께 참여하고 즐기는 체험·문화·공연 프로그램으로 세대와 지역을 넘어선 화합의 장을 마련함으로써 대한민국 최남단이라는 지역의 상징성을 부각시키고 차별화된 콘텐츠로 지역 브랜드 가치를 높여 ‘최남단 방어축제’를 대한민국 대표 해양수산 관광축제로 육성바다에서 시작해 마을로 이어지고, 축제의 즐거움이 지역경제의 활력으로 이어지는 최남단 방어축제 이다.
