친환경 생태하천인 당현천에 대중성과 예술성을 동시에 갖춘 등(燈)·빛 조각 작품을 전시하고 작품 제작 및 해설 등 구민이 직접 참여하는 콘텐츠를 기획·운영하는, 노원구만의 주제의식을 갖춘 야간 공공미술 축제이다. 2014년 ‘노원 등축제’로 시작한 이래 2019년까지 봄철에 개최하였던 이 축제는 2020년에 코로나19 팬데믹 속에서 ‘예술을 통한 치유’를 목표로 ‘노원달빛산책’이라는 새 이름과 함께 개최시기를 가을로 변경하여 현재에 이르고 있으며, 주된 콘텐츠인 예술 등(燈)·빛 조각 작품 전시 이외에도 작가와 지역 주민을 매칭하여 작품을 제작하고 전시하는 ‘주민참여 커뮤니티아트’, 주민이 도슨트가 되어 관람객을 대상으로 작품을 해설하는 ‘달빛해설사’, 그리고 지역 예술인이 참여하는 ‘주말 문화예술 공연’ 등이 있다.
